The sauna can sit on carpet. It plugs into a standard 110 volt outlet. The outlet should be dedicated. The saunas don’t use a lot of electricity, but they need the amperage when running. If you don’t have a dedicated circuit, and another device is drawing power from the circuit (example: lights on the same circuit, turned on), you will find the sauna does not heat as well.
